Itachi thinks the man is smart and observant, also, rash and stupid at times. He remembers Lockon getting himself killed ages ago. He thinks Lockon is overprotective, but he also thinks Lockon has a lot more going on then he's revealing.
Lockon's probably Neutral just because of lack of interaction, but there's definite potential for either positive or negative depending on how the interactions develop.
